CHIEF FINANCIAL OFFICER
District No. 2 of Grant County, Washington (Grant PUD) was established by local residents over 75 years ago. Grant PUD comprises two operating systems: the Electric System and the Priest Rapids Project which consists of the Priest Rapids Hydroelectric Production Development and the Wanapum Hydro-electric Development. Grant PUD has the capacity to generate more than 2,000 MW of electricity with these two hydro-power projects, along with the operation of the Quincy Chute and Potholes East Canal hydroelectric projects, and their share of the Nine Canyon Wind Farm. Over the past 15 years, Grant PUD constructed a wholesale, high-speed, fiber-optic network that provides service to approximately 70% of county residents. Grant PUD serves approximately 47,500 electric customers and generates around $172 million in retail electric revenues, approximately $133 million in wholesale power sales, and close to $5 million in wholesale fiber sales.
Given the current period of rapid change, the ability of Grant PUD to accurately forecast and deliver financial results, manage risk and compliance issues, cost effectively deliver internal services, and envision and effectively deploy information technology is critical to senior managements’ ability to establish credibility with customers, the Board of Commissioners, rating agencies, financial institutions, and employees. The Chief Financial Officer is pivotal in establishing that credibility through the accurate preparation of annual budgets, customer allocations, and financial forecasts and efficiently and effectively delivering a variety of essential internal and IT services.
The CFO will report to the General Manager and supervise a total of 125 people through the following five direct reports: Senior Manager, Finance & Accounting; Senior Manager, Forecasting, Planning & Analysis; Senior Manager—Chief Risk Officer; Senior Manager—Chief Information Officer; and Senior Manager, Internal Services.
Grant PUD needs a strong visionary leader with the ability to inspire people. This position requires an individual who has excellent skills in accounting, financial modeling, private financings, and business case and risk analyses within the electric utility industry. The successful candidate must be able to identify all relevant parameters and ensure these are correctly incorporated into annual budgets, financial forecasting models, and strategic development of critical Grant PUD services.
Given the far reaching nature of the financial analysis and financial controls needed for the success of this position, this individual must have finely honed skills in collaborating closely with all internal and external stakeholders. The individual must be able to prepare and deliver compelling presentations to the rating agencies, the Board of Commissioners, customers, and the Grant senior staff and employees.
A minimum of twenty years of progressively responsible experience in the management of complex financial accounts, models, and internal services for an electric utility is essential. A Bachelor’s Degree in Accounting, Business Administration, or an equivalent degree is required. A Master’s Degree in Accounting, Business Administration, or an equivalent degree is desirable.
The total compensation and relocation package is competitive and will be dependent upon qualifications and experience.
