This position will be filled at the Enterprise Risk Managment Analyst or Enterprise Risk Managment Analyst Senior level, contingent upon the experience of the selected candidate.

JOB SUMMARY

Enterprise Risk Management Analyst: This position supports the Enterprise Risk Management Program, collaborates with risk owners to perform quantitative and qualitative risk assessments and analysis, participates in development of risk mitigation plans, maintains the risk register, and prepares quarterly reports on risks and risk profile for management. This position also serves as the functional expert of the District’s Governance Risk and Compliance (GRC) Risk Register, and supports the business continuity and disaster recovery planning process. Additionally, this position provides risk management knowledge and provides support for insurance and claims functions and other business units on specific assignments.

Enterprise Risk Management Analyst Senior: This position coordinates and implements the Enterprise Risk Management Program, collaborates with risk owners to perform quantitative and qualitative risk assessments and analysis, develops risk mitigation plans, maintains the risk register, prepares quarterly reports on risks and risk profile for executive management, and provides ongoing education on the risk management discipline across the District as a core competency.  This position also serves as the functional and technical expert of the District’s Governance Risk and Compliance (GRC) Risk Register and supports the business continuity and disaster recovery planning process.  Additionally, this position provides technical risk management expertise and provides support for insurance and claims functions and other business units on specific assignments.

RESPONSIBILITIES

Enterprise Risk Management Analyst

Job Functions
To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.

•Supports the Enterprise Risk Management Program and associated duties, including identifying, evaluating, analyzing, and documenting current and potential risks to the District through utilization of quantitative and qualitative risk analysis techniques and collaboration with risk owners.  Develop and deploy risk information, reports and presentations used for quarterly reporting to executive management on a regular basis and identify areas for continuous improvement.

•Support inclusion of Enterprise Risk Management practices and information sharing across operational areas to promote a culture of risk-informed decision making.  Provide risk management knowledge and assist District resources in risk assessments and maintaining current and accurate risk information in the District’s Risk Register and other initiatives and planning documents, including collaboration with risk owners to develop effective key risk indicators and other metrics ensuring risk profile is consistent with risk appetite.  Participate in detailed risk assessments/analysis across the District.

•Provide ongoing insurance and claims support, including support for risk assessments on insurance coverage, deductibles and limits, compilation of data for insurance applications, preparing material to help field underwriter requests, performing routine contract reviews and other duties as assigned.

•Review and update the Finance & Risk Business Continuity/Disaster Recovery plan and coordinate regular testing.  Assist other areas of the District with development, updates, and regular testing of similar plans, and maintain status documentation. Assist Incident Command System (ICS) teams as needed during actual emergency events or test incidents.

•Review and update the Finance & Risk Business Continuity/Disaster Recovery plan and coordinate regular testing.  Assist other areas of the District with development, updates, and regular testing of similar plans, and maintain status documentation. •Participate in professional risk management forums, review industry news, and collaborate with risk owners to identify utility risks, emerging risks, and collaborate with risk owners to develop effective risk mitigation plans.  Find and engage in continuous education and training on enterprise risk management, risk identification, risk assessments, quantification techniques, key risk indicators, risk appetite and related competencies to support a best practices ERM program.

•Serve as a functional system expert for the Governance Risk and Compliance (GRC) Risk Register, including training new users how to update risk information in the system and work closely with Information Technology staff to resolve system related issues, system upgrades and enhancements.  Monitor adherence to and suggest best practice internal controls.

•Participate in periodic risk surveys, and compile and share results and develop improvement opportunities.  Participate in the ongoing maintenance of risk management policies, standards, risk appetite and related documents. Provide support for other finance and risk management functions as assigned.

Enterprise Risk Management Analyst & Enterprise Risk Management Analyst Senior: Post Secondary Education
The educational entry requirements are listed below.  Equivalent experience (year for year) may substitute for required education.

Bachelor’s Degree Risk Management, Finance, Business, or Economics from a four-year college or university; or equivalent combination of related education and experience required

Enterprise Risk Management Analyst: Minimum Experience
Minimum experience requirements are listed below.  Experience requirements are additive to education requirements.  Additional education may not substitute for experience.

2+ years combined experience in the areas of risk management performing tasks such as identifying, evaluating and documenting risks, risk assessment/analysis, and/or related work
required

Utility and business continuity/disaster recovery planning experience preferred

Candidates with experience in finance, business process analysis, and/or risk software systems expertise desired

Enterprise Risk Management Analyst Senior: Minimum Experience

5+ years Combined experience in the areas of enterprise risk management performing tasks such as risk assessment/analysis, business continuity/disaster recovery planning, and maintaining risk systems or registers required
