The Internal Auditor plans, organizes and conducts small – complex audits and other engagements to provide risk-based independent, objective and reliable assurance, advice and insight services to the organization. Evaluates, monitors and improves the effectiveness of risk management, controls and governance processes as they relate to the accomplishment of organization goals and objectives, the operational optimization of processes and the protection of assets. Ensures compliance with the State laws and Chelan PUD (“District”) policies and procedures.
JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. 1. EF Conduct all phases of small risk-based integrated audits of financial, compliance and operational areas and consulting services to management, including planning, fieldwork, and reporting that ensure compliance with departmental policies and procedures and Standards from the Institute of Internal Auditors International Professional Practices Framework (IPPF). Assess a broad spectrum of risk areas including strategic, operational, compliance, fraud, financial, general IT, etc., to develop audit objectives, audit programs and the appropriate scope and procedures that address governance, risk and control processes. Communicate effectively with stakeholders and audit management throughout the process. Develop, communicate, and monitor implementation of value-added recommendations that improve and enhance District operations.
Prepare reports and effectively present results in a clear and concise manner to management. Assist the Senior Internal Auditor on complex department audits when necessary.
2. EF Conduct quarterly audits of the District’s P-card program and summarize the results. Conduct quarterly expense report reviews, review and approve District expenditures in accordance with RCW 42.24.080 and District policies, procedures and processes.
3. EF Collaborate with District staff to provide input and review of new or revised policies and procedures. Monitor compliance with state laws and District policies, procedures and processes.
4. SF May participate on special projects and cross functional teams to promote, facilitate and develop effective risk management and internal control systems. Provide guidance concerning the effects of State or Federal requirements and assist in analyzing and developing alternatives. May attend audit committee meetings to communicate audit results.

Bachelor’s degree (B. S., B. A.) in Finance, Business Administration, Public Administration or a related field from a four-year college or university; or equivalent combination of education and experience. Senior level incumbents are referred to hold professional certifications such as CIA, CGAP, CPA and/or CFE).
Typically requires a minimum of one (1) year experience assisting or leading the planning, conducting and/or reporting of formal audit processes (senior level incumbents are required to have six years’ described experience). Government or Public Utility auditing and/or State Audit experience is preferred. Background in internal auditing is also preferred. Experience applying knowledge of the Institute of Internal Auditor’s International Professional Practices Framework (Red Book) and GAO’s Government Auditing Standards (Yellow Book) is preferred.

The position will be filled at varying levels based on the candidate’s qualifications, skills and abilities. Level I – $57,200 – $71,500; Level II $66,240 – $82,800; Senior $79,840 – $99,800
