SALARY RANGE
In addition to a competitive starting salary range of $111,675-$148,900 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee’s Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING
The Project Management Manager – Enterprise Project Management (EPM)’s primary purpose is to plan, schedule and supervise the labor resources required to manage all projects assigned to the HQ EPM project management department. Key accountabilities include project portfolio management, support of District strategic initiatives, employee development and productivity, and process development and improvement.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.  Essential functions are those activities that, if not performed, would significantly and fundamentally alter the position.

#   % of Time             Job Functions

40%    Manage labor resources – Plan, schedule and supervise the labor resources required to manage all projects assigned to the HQ EPM project management department. Supervise staff by communicating expectations, establishing performance plans, and providing training and mentoring.
20%   Project Portfolio Management – Establish metrics for project performance; monitor and manage attributes such as schedule, budget, contract compliance, asset turnover, client satisfaction; and report results to upper management, clients and staff.
15%  Assist EPM Director, District Services Business advisor and clients in development of business plans and budgets.  Through staff, contribute to major project development for multiple departments such as, Distribution, Transmission, Fiber, Re-Licensing, Fish and Wildlife, and Parks and Facilities.
10%   Process development and Improvement – Participate in the planning, development, and implementation of project management processes and controls. Is knowledgeable of WA State procurement rules, regulatory permitting requirements; engineering design processes; cost estimating processes; contract administration; and project management processes. Contribute to the continual improvement of these processes.
10%  Manage complex, high-visibility projects.  May be assigned project management functions for highly complex projects requiring top project management talent.
5% Remain current in all safety regulations, RCW contracting/procurement regulations, and leadership management developmental issues.
Drive a motorized vehicle while conducting business on behalf of the District.
Maintain regular and predictable attendance:  Perform related duties and responsibilities as required.  Comply with District policies.  Complete all required training.
Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

 SUPERVISORY RESPONSIBILITIES:   Directly supervises 15 non-supervisory employee(s).  Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.

Post-Secondary Education:   Bachelor’s degree (B.S., B. A.) from a college or university in Construction Management, Engineering, or engineering technology; or equivalent combination of education and experience. Project Management Institute (PMI) PMP certification or equivalent preferred.

Experience:   Requires eight (8)+ years of progressively responsible project management experience on large multidiscipline electric utility projects including 3 years experience managing multi-discipline teams to design, construct and turn over multi-million dollar projects. Prior supervisory experience preferred.

Specific KSA’s: A fully skilled incumbent will have the following specific knowledge, skills, and abilities.

Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Must be proficient in reading, writing and speaking English.

Mathematical Skills:    Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability:   Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Complexity: Manage and consult on highly complex business decisions and drives interaction and collaboration across business units.  Adapts departmental plans and priorities to address resource and operational challenges.  Provides input to strategic decisions that affect the functional area of responsibility.

Decision Making:  Decisions and problem solving are guided by policies, procedures and business plans.   Controls resources and policy formation. Decisions are guided by functional objectives.  Provides technical guidance to employees, colleagues and/or customers.  Typically supervises a team of individual contributors and may supervise other supervisors of non-exempt employees.  Has full supervisory authority. Receives guidance from senior manager.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment: To perform this job successfully, an individual is required to have basic knowledge of Maximo Order Processing, Maximo Asset Management, Microsoft Word, Microsoft Excel, Microsoft Outlook, Microsoft Powerpoint, PeopleSoft Financials, PeopleSoft HRIS, PC Hardware and General Office Equipment; intermediate knowledge of Microsoft Project and; advanced knowledge in Primavera.

LICENSE REQUIREMENTS
A valid driver’s license is required for this position (verified upon hire).  A valid Washington State driver’s license is required within 30 days of employment.
