SALARY RANGE

In addition to a competitive starting salary range: Electrical Engineer I: ($60,640-$75,800)  Electrical Engineer II ($70,000 – $87,500) Electrical Engineer III ($80,720-100,900)  Electrical Engineer Sr ($96,560 – $120,700) (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee’s Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.

JOB DESCRIPTION

This position will be filled at the Electrical Engineer I, II, III or Sr. level, contigent upon the successful candidate’s knowledge, skills, abilities and education.

The Electrical Engineer I – Plant performs electrical engineering services as needed for all activities associated with plant operations and maintenance including calculations, analysis, design, and maintenance engineering support of low complexity. Supports maintenance programs, condition monitoring, investigation and analysis to identify and recommend solutions and approaches for electrical issues as well as troubleshooting equipment. The incumbent supports small and medium sized projects, and maintenance outages. Receives frequent technical guidance from higher level engineers.

The Electrical Engineer II – Plant performs electrical engineering services as needed for all activities associated with plant operations and maintenance including calculations, analysis, design, and maintenance engineering support of low complexity. Supports electrical maintenance programs, condition monitoring, investigation and analysis to identify and recommend solutions and approaches for electrical engineering issues as well as troubleshooting equipment. The incumbent supports small and medium sized projects, and maintenance outages. Receives frequent technical guidance from higher level engineers.

The Electrical Engineer III – Plant performs electrical engineering services as needed for all activities associated with plant operations and maintenance including calculations, analysis, design, and maintenance engineering support of low complexity. Supports electrical maintenance programs, condition monitoring, investigation and analysis to identify and recommend solutions and approaches for electrical engineering issues as well as troubleshooting equipment. Independently drafts technical sections of feasibility studies. Prepares plans and specs for procurement. Supports small to large sized projects and maintenance activities.

The Electrical Engineer Sr.- Plant performs electrical engineering services as needed for activities associated with plant operations and maintenance including calculations, analysis, design, and maintenance engineering support of high complexity. Supports electrical maintenance programs, condition monitoring, investigation and analysis to identify and recommend solutions and approaches for electrical engineering issues as well as troubleshooting equipment. Prepares technically complex plans, specs, and procedures for plant upgrades and testing. Leads multi-disciplinary teams to solve problems.

JOB FUNCTIONS

1.   25% Engineering Design: Perform electrical engineering design, analysis, and calculations of advanced complexity frequently determining the need and scope of the analysis and calculation for electrical systems and equipment associated with the hydroelectric projects. Investigate alternatives for troubleshooting and solution design for obscure or indeterminate problems. Prepare and mark up schematic, one-line, and wiring diagrams. Perform protective relay setting calculation and oversee testing. Evaluate and propose conventional and sometimes innovative approaches to problems. Provide structure and work sequence to lower-level engineers to guide technical activities. Receives only general objective guidance from higher level engineers and management. Refers to training material, textbooks, and references only to verify accuracy or determine proper methods for less common problems.
2.  25% Field Support: Assist or direct electrical maintenance crews in the trouble shooting of electrical problems. Assist with safety related projects that require design, concept, and installation. Design, prepare procedures for and lead commissioning for units and electrical equipment. Lead troubleshooting efforts, developing tests and procedures, analyzing results, and recommending solutions. Evaluate, research, and recommend alternative solutions to resolve complex plant issues. Receives occasional technical guidance from higher level engineers and industry peers.
3.  15% Plans & Specifications: Research and specify technical complex electrical systems, equipment, and other related materials/services for purchase in accordance with department procedures.

4. 15% Perform complex analysis of machine condition monitoring data and failure information to determine if equipment needs replacement or repair. Research industry information and propose engineering solutions for problems, deficiencies or opportunities identified.
5. 10 % Compliance, Codes & Standards: Perform engineering, testing and provide documentation for reliability compliance activities. Interpret codes and standards including nuances of application, identifying different possible interpretations. Contribute to the development of company technical standards.
6.  5 % Project Management: May develop budgets, schedules, and procurement documents for programs. May act as a project manager for complex projects.
7. 5 % Training: Identify and attend training to maintain and learn new skills.
8. Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

ALL: Post-Secondary Education:
Bachelor’s degree (B.S., B.A.) in Electrical Engineering or Electrical Engineering Technology, or the equivalent combination of education and experience.

Experience:
The Electrical Engineer I: Entry level. No experience required. Candidates with work experience in hydro generation, with an electric utility or similar applications are preferred.

The Electrical Engineer II: Requires a minimum of two (2) years’ experience performing electrical engineering of increasing complexity in power generation or similar industrial work. Experience must include examples of successful application of basic engineering in the form of reports, specifications and drawings; participation in data collection and field research or inspections.

The Electrical Engineer III: Requires a minimum of four (4) years experience performing electrical engineering of increasing complexity in power generation or similar industrial work. Experience must include examples of successful application of electrical troubleshooting, system maintenance, and design.

The Electrical Engineer Sr.: Requires a minimum of eight (8) years’ experience performing electrical engineering of increasing complexity in power generation or similar industrial work. Experience must include examples of successful application of advanced engineering analysis, troubleshooting, system maintenance and design, and specialty application.

Specific KSA’s: A fully skilled incumbent will have the following specific knowledge, skills, and abilities.
Knowledge
• In depth knowledge of the application of engineering tools and software.
• Well-developed knowledge of codes and standards in multiple engineering disciplines.
• Knowledge of project evaluation, scheduling, budgeting, and contract execution for moderately complex projects.
• Knowledge of how other engineering disciplines relate to assigned discipline.
Skills & Abilities
• Accurately interpret and apply common codes and standards.
• Able to analyze and resolve complex engineering problems in area of discipline.

Language Skills:
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Must be proficient in reading, writing, and speaking English.
Mathematical Skills:
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Reasoning Ability:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:
To perform this job successfully, an individual is required to have intermediate knowledge of Microsoft Outlook; Microsoft Excel; Microsoft Word; requires proficiency with analytical, scientific, and engineering software to conduct design, modeling and analysis. To perform this job successfully, an individual is required to have basic knowledge of PeopleSoft Financials; Microsoft PowerPoint; Primavera; General Office Equipment. For data monitoring and analysis, individual is required to have a working knowledge of OSISoft Pi, PiVision, and SEEQ.
