Under direction, this position is responsible for the effective engineering, design and implementation of telecommunications solutions in conformance with Central Lincoln’s telecom policies, processes, procedures, standards, and guidelines as well as industry standards and regulations. Specifically, these services are provided in support of building out, upgrading, operating, and maintaining Central Lincoln’s telecommunications infrastructure, private radio networks and systems, fiber optic networks and systems, microwave network and systems and leased telecom services (when needed).

This position will also perform engineering design and assist with project management activities related to the planning, design, construction, operation, maintenance and rehabilitation of electric transmission and substations along with related facilities. The position requires knowledge of the principles, practices and procedures including materials, equipment and techniques used in professional-level work in the field of engineering and project management. The position works under close or continuing supervision and requires limited exercise of judgment when developing designs and design criteria, determining methodology and developing alternatives.

Essential Functions:

Duties may include, but are not limited to the following:

Analyze telecom requirements, evaluate telecom options, recommend telecom solutions, and implement approved telecom solution for internal and external customers.

Telecom options may include but are not limited to, private radio, private microwave, private fiber optic networks/systems, power line carrier, or commercial wired and wireless communications services.

Provide planning, engineering, design, and implementation services for radio, microwave, and fiber optic networks and systems to meet the needs of internal and external customers.  Provide telecom engineering support (Design & Construct) for Electric Transmission and Substation Capital Projects.  Oversee and implement small/independent telecom projects as assigned by the Electrical Engineering Supervisor.

Keep abreast of technology innovations and seek appropriate opportunities to apply them.

Perform basic engineering design and analysis for projects under the direction and supervision of higher level engineers. Prepare cost estimates. Write technical purchase and construction specifications. Prepare material and/or labor bid document packages. Follow engineering QA/QC procedures. Review submittals and respond to requests for information during construction. Develop inspection and testing plans. Inspect fabrication and construction activities, materials, work products and troubleshoot construction problems. Prepare start-up and training plans for operation and maintenance of projects.

Perform basic engineering planning, feasibility studies (including technical report writing), cost estimating, economic analyses and develop alternatives to help determine solutions to operational problems, regulatory concerns, efficiency improvements, asset management issues, etc.

Develop and assist with implementation of scopes, schedules and budgets for basic projects or less complex portions of more difficult projects. Oversee and monitor project activities from concept to close out. Communicate project progress to internal clients, supervisors and management. Write status and tracking reports.  Give presentations including project recommendations to teams and management groups. Procure materials. Participate in the selection of consultants and assist with management of consultant contracts. Ensure compliance with QA/QC procedures to maintain the quality of project deliverables.

Troubleshoot operations and maintenance problems at the request of Central Lincoln personnel. Clarify and pinpoint problems. Develop testing methods and alternatives. Provide alternative problem solutions. Write brief reports describing possible solutions and recommendations.

Provide preliminary cost estimates, project scopes and schedules. Participate in work process improvement efforts primarily as a member of interdisciplinary work teams.

Engineer and Improve on our existing 900MHz unlicensed Landis & Gyr gridstream radio system used for our Distribution devices (ie: Regulators, Reclosers, Fault Circuit Interrupters (FCI), Motor Operators, Vacuum Fault Interrupters)

Plan & Engineer overhaul of existing unlicensed DA Radio architecture as we migrate to a Licensed Radio system.

Identify and attend training to maintain and learn new skills.

Knowledge, Skills & Abilities:

Knowledge of:

  • National Electric Safety Code (NESC).
  • Institute of Electrical and Electronics Engineers (IEEE) Standards related to Power Industry.
  • Telecom industry standards, safety standards, and federal, state, and local rules and regulations as applied to telecommunications and electric utility industry.
  • Federal Communications Commission (FCC) regulations pertaining to the operation and maintenance of radio transmitters.
  • Engineering design including fundamentals of the principles, practices and procedures of an engineering discipline, such as engineering design, calculations, reading and interpreting plans, specifications and project schedules.

Skills in:

  • Critical thinking; using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Moderate problem solving; identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Systems analysis; determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes.
  • Verbal and written communication skills, personal computer use, office software and engineering analysis and design software.
  • AutoCAD
  • Fiber Manager or Similar fiber Network optical path software.
  • NISC Mapwise

Ability to:

  • Communicate effectively with a diverse work force including the skilled crafts, contractors, customers and other engineers.
  • Comply with Central Lincoln safety procedures and specific safety requirements of this position.
  • Establish and maintain cooperative working relationships with those contacted in the course of work. Gain cooperation through discussion and persuasion.
  • Communicate effectively in person and in writing.
  • Obtain First Aid and CPR certification.

Minimum Qualifications and Progression:

  • Preferred Bachelor’s degree in engineering from an ABET accredited school. No requirement.
  • Requires a minimum of 6 years’ experience in telecommunications and/or engineering.

  • Apprenticeship or other education/training required as a condition of employment, or progression or advancement:  None
  • FLSA Status:  Exempt
  • Fundamental of Engineering License is preferred but not required.
  • FCC General Radio Telephone Operations License (GROL) preferred.
