This position is open continuous until filled with first round of reviews at two weeks.

This supervisory position may include directing and supervising the activities, projects, programs, and operations of Electric Operations, Distribution Engineering, Substation Maintenance, Meter/relay, Line Clearance Tree Trimmers, and Communications personnel, including the design, operation, maintenance, and construction of electric distribution facilities and dispatch of the electric distribution system.  The Operations Supervisor plays an important role in helping accomplish organizational business objectives and to achieve the strategic goals as established by the Board of Directors and General Manager.

Essential Functions: 

Duties may include, but are not limited to:

Provide leadership in the development and maintenance of Central Lincoln's Capital Improvement Plan.  Work with assigned staff, the Director of Engineering, the Director of Operations, and other stakeholders to identify future capital investments required to meet capacity, reliability, and service objectives.

Act as system dispatcher for switching operations.   Remain on call for emergency service after normal working hours as required.

Assist in the development, review, and maintenance of appropriate system standards and planning criteria.  Work with others as needed to ensure consistent understanding and application of these standards in the design, construction operation, and maintenance of facilities. Participate in emergency planning and ongoing coordination with other departments and agencies to ensure effective and efficient operations.

Direct changes in priorities and schedules as needed to ensure work is completed in an efficient and timely manner.  Assist in the development of short and long-range plans and goals.

Exercise full scope of supervision over designated staff.  Work with Human Resources to resolve grievances and other sensitive personnel matters.

Provide training and motivation to meet changing business needs and maximize the effectiveness of staff.

Develop and administer work plans and departmental budgets; approve expenditures, implements adjustments to ensure effective resource allocation and fiscal management.

Interpret, oversee, and ensure compliance with Federal, State, and local laws, regulations, codes, and/or standards.

Collaborate with the Fleet Coordinator on vehicle and equipment requirements and specifications within the Operations department.

Conduct performance evaluations of all subordinates.

Knowledge, Skills, & Abilities:

Knowledge of:

  • Budget, cost control, financial and economic concepts.
  • Personal computer applications and related software.
  • A good working knowledge of electrical utility opera­tions.
  • Requires familiarity with all electrical engineering principles and electrical safety codes.

Skills in:

  • Analyzing and solving complex problems, including the development of alternatives and options and implement corrective action to resolve problems.
  • Communicating complex information in a straightforward manner.
  • Developing, implementing, and applying policies and procedures.
  • Reading, reviewing, and analyzing complex information.
  • Managing legal and regulatory changes.

Ability to:

  • Report to the Florence Operations Center (966 US-101, Florence, OR 97439) within 30 minutes of being dispatched.
  • Employ effective planning, communication, and organizational skills, including budget forecasting, cost control, project management, and long-range planning.
  • Organize and successfully manage competing priorities for time, attention, and resources to meet requirements for cost, quality, and timeliness of services and other deliverables to meet strategic goals and objectives.

Minimum Qualifications and Progression:  

  • Requires a High school diploma or equivalent with proficiency in mathematics, with five (5) years' progressively responsible experience in electric utility operations, maintenance and construction required.
  • Three (3) years’ required in a supervisory capacity.
  • Knowledge of personal computers and use of computers and software required.
  • Valid driver’s license:  Yes

Supervisory Relationship: 

  • This position is supervised by the Director of Operations.
