This recruitment will be open continuous until filled with first round of reviews at two weeks.

The incumbent may prepare or backup the preparation of payroll, auditing of accounts payable, process travel expense accounts and prepare cash/credit bank and accounts payable reconciliations. This position may research special projects and prepare related journal entries. This position provides support and assists the General Accounting Supervisor in general accounting duties.

Essential Functions:

Duties may include but are not limited to:

Initiate, plan, and assist with the implementation of accounting programs and their on-going support.

Process all aspects of payroll, related reports and records as well as calculations of various benefits and deductions.

Prepare and post appropriate journal entries.

Process weekly health insurance claims.

Record and bill miscellaneous Accounts Receivable.

Audit vouchers and process checks for Accounts Payable.

Prepare reports and surveys for various agencies.

Provide assistance with billing and check processing issues.

Reconcile general ledger and travel expense accounts.

Prepare cash/credit card, bank and Accounts Payable reconciliations.

Complete special projects and other duties as assigned to meet team, department and Central Lincoln goals while actively demonstrating accountability and responsibility for achieving desired outcomes and measurable results.

 Knowledge, Skills & Abilities:

  • Personal computer applications and related software.
  • A general familiarity of GAAP, FASB, GASB & FERC to insure proper accounting and audit compliance.
  • Utility financial system and departmental operating policies and procedures.
  • A typical utility accounting and finance department.

Reconciling and balancing various accounts.

Research various topics, document and recommending action.

Excellent communication and writing skills.

  • Establish and maintain effective working relationships with those contacted in the   course of work, both individually and as a team member.
  • Develop, recommend and implement improvement opportunities to help support internal operations.
  • Perform research requiring analysis and interpretation.
  • Organize and complete tasks on schedule.
  • Use time well and coordinate work activities with others.

Mental and Physical Demands:

Receive, understand, evaluate and appropriately respond to communications and work-related forms, documents and other information from employees, the Board of Directors, customers and members of the public using available technology, in person and in a public setting when necessary.

Correspond, communicate and exchange information with other employees, customers, agencies, and other third parties with whom we work in-person, via telephone, virtually or by other electronic means using available technology during meetings, presentations, customer calls or other situations in which business information may be shared, discussed, or exchanged.

Work for extended periods of time in a stationary position (possibly up to 60 minutes or more without an opportunity to substantially change position) while consistently grasping, moving and manipulating documents, office supplies, computer equipment, and other business tools and materials

Lift, transport and/or move up to approximately 20 lbs. occasionally and 10 lbs. on a regular basis in the performance of regular duties in the office and in the field.

Driving and Travel: 

Travel occasionally via traditional modes of transportation (including airline travel) over long distances, some of which may involve one or more night stays out of town, both within and outside the state of Oregon.

Environmental Conditions:

The work in this position is primarily conducted in a temperature controlled office environment. Office spaces include traditional office lighting (including fluorescent lighting), as well as shared office spaces and facilities that result in consistent and frequent noise (often louder than ambient noise), conversations among employees and clients, interruptions and other similar distractions.
This position is subject to occasional overtime, with adequate notice.

Minimum Qualifications and Progression:

  • Requires Associate Degree or higher in Accounting, Finance or Business Administration.
  • An equivalent combination of five years of experience and training that demonstrates the required knowledge, skills, and abilities may be qualifying.

Supervisory Relationship:

Supervised by the General Accounting Supervisor.   The incumbent has no supervisory responsibility.
