This position is open continuous until filled with first round of reviews at two weeks.

This position is responsible to provide high quality engineering design and participates in project management activities related to the planning, design, analysis, evaluation, construction, operation, maintenance and rehabilitation of Central Lincoln facilities.  Manages moderately complex projects with limited supervision. The position requires knowledge of the principles, practices and procedures, including materials, equipment and techniques, used in professional level work in the field of engineering and project management.  Investigates and analyzes to identify and recommend solutions and approaches for electrical engineering projects.  Develops project and departmental budgets, administer contracts, and monitor job progress. The position works under minimal supervision and resolves most problems while keeping the supervisor informed of unusual or controversial problems and issues.

Essential Functions:

Duties may include, but are not limited to:

*Perform moderately and complex engineering design and analysis for Central Lincoln projects. Prepare cost estimates.  Write technical purchase and construction specifications.  Prepare public works and purchase bid document packages.  Review submittals and respond to requests for information during construction. Develop inspection and testing plans. Inspect fabrication and construction activities, materials, work products and troubleshoot construction problems.

*Perform engineering planning, analytical studies (including technical report writing), cost estimating, economic analyses and develop alternatives to help determine solutions to operational problems, regulatory concerns, efficiency improvements, asset management issues, safety, etc.

*Develop and implement scopes, schedules and budgets for moderate and complex projects or portions of highly complex projects.  Oversee and monitor project activities from concept to close out. Communicate project progress to management.  Give presentations including project recommendations to staff and management. Procure materials.

*Participate in the selection of consultants and contractors along with contract preparation. Obtain permits. Ensure compliance with QA/QC procedures to maintain the quality of project deliverables.

*Provide preliminary cost estimates, project scopes and schedules.

*Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position.

*Other related duties as assigned.

Knowledge, Skills, & Abilities:

Knowledge of:

*Electrical engineering design, analysis, and project management directly relating to utility facilities, including fundamentals of the principles, practices and procedures of an engineering discipline, such as engineering design, analytical studies, calculations, reading and interpreting plans, specifications and project schedules.

*Permits, permitting timelines and City, County, State and Federal permitting agencies and processes is also required.

*Public works construction methods, equipment and materials are required.

*OHSA, NESC, IEEE and other applicable engineering standards.

Skills in:

*Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

*Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.

*Determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes.

*Excellent verbal and written communication skills.

*Personal computer use, office software.

*Engineering analysis and design software.

*NISC software (Financials)

Ability to:

*Communicate effectively with a diverse work force including the skilled crafts, contractors, customers and other engineers.

*Comply with District safety procedures and specific safety requirements of this position.

*Establish and maintain cooperative working relationships with those contacted in the course of work.   Gain cooperation through discussion and persuasion.

*Communicate effectively in person and in writing.

*Recognize unsafe practices and ability to recommend and implement corrective actions.

Minimum Qualifications and Progression: 

*A Bachelor’s degree in Electrical Engineering or a Bachelor’s degree in General Engineering with a minimum of four years of commensurate experience.

*Registered Professional Engineer (P.E.)

*Valid driver’s license:  Yes

*Apprenticeship or other education/training required as a condition of employment, or progression or advancement:  None

*FLSA Status:  Exempt

SUPERVISORY RELATIONSHIP:

*This position reports to the Director of Engineering.

*This position supervises designated staff.
