Analyst III, Transmission Settlements Analyst

POSITION PURPOSE

With PGE functioning as a transmission service provider, the analyst will perform settlement and billing activities for transmission customers for bilateral transactions and organized market transactions for the Transmission & Reliability Services department (T&RS). The analyst will support and improve the business and system processes for performing transmission settlements and billing. The settlement analyst will align these business processes in accordance with the PGE OATT, market rules, CAISO rules, federal and regional regulations and in coordination with T&RS staff.

ESSENTIAL JOB RESPONSIBILITIES

Plan and lead the daily, weekly, and monthly cycles of performing pre-settlements, shadow settlements, final settlements, invoicing, and adjustments. Meet deadlines of performing these activities. Analyze each customer’s settlement statements for accuracy and data integrity. Identify settlement anomalies and determine the cause. Make corrections to settlements as necessary. File disputes with the market operator as necessary. Work towards settlement dispute resolution on behalf of PGE and the transmission customers. Respond to customer inquiries as needed. Look for and make continual operational improvements (people, processes, & systems) and lead integration of improvements in collaboration with the T&RS staff. Follow policy and rulemaking actions that may impact settlement and billing operations. Assist in the integration of changes to T&RS settlement operations to comply with new

 

Experience Required:

KNOWLEDGE/SKILLS/EXPERIENCE REQUIRED

  • A four year degree in Business Administration or related study required.
  • A minimum of five years related experience.
  • An equivalent combination of experience and education will be considered.
  • Experience or knowledge of OATI tools is preferred including webTrans, webAccounting, webOASIS, and webTrader/web EIM. Experience with other transmission scheduling and settlement systems is valued.
  • Demonstrated experience with or knowledge of FERC, NAESB, S-Ox, and organized market regulations; practice preferred.
  • Familiarity with the PGE (or related) or pro forma Open Access Transmission Tariff (OATT). Familiarity with Balancing Authority and Transmission operations including OASIS, transmission reservations and scheduling practices.
  • Familiarity with the FERC Standards of Conduct.
  • Experienced user of MS Office tools and MS Outlook.
  • Detail oriented. Analytical and problem-solving skills. Knowledge and skills to analyze complex problems to determine solutions.
  • Knowledge of system interface protocols, web tools, and database concepts.
  • Demonstrated knowledge and skill in customer billing systems and processes, utility industry preferred.
  • Familiarity with the operation of the bulk electric grid and the electricity markets, including transmission, generation, and federal tariffs.
  • Strong oral and written communication skills. Ability to effectively communicate information at meetings, in emails, and in written documents with minimal supervision.
  • Strong commitment to customer needs.
  • Some out of town travel required.
  • Valid Oregon driver’s license
