The Center for Energy Workforce Development (CEWD) is a non-profit consortium of electric natural gas and nuclear utilities and their associations - Edison Electric Institute, American Gas Association, Nuclear Energy Institute, and National Rural Electric Cooperative Association. CEWD was formed to help utilities work together to develop solutions to the coming workforce shortage in the utility industry. It is the first partnership between utilities, their associations, contractors and unions to focus on the need to build a skilled workforce pipeline that will meet future industry needs.
CEWD is teaming with secondary and post secondary educational institutions and the workforce system to create workable solutions to address the need for a qualified, diverse workforce. CEWD has established a partnership with the International Brotherhood of Electrical Workers. The large contingent of the utility workforce that is represented by the union and the apprenticeship programs that train them are a critical element is the industry solution to workforce issues. In addition, CEWD has partnerships with the Association for Career and Technical Educational, the Energy Providers Coalition for Education, The American Association of Community Colleges, and the National Association of Workforce Boards.

Washington State University (WSU) Workforce Survey
The primary purpose of this study was to understand the employment and training needs of electric-sector employers in the Pacific Northwest region. The study focused on five occupational groups that comprise the largest number of craft jobs among electric-sector employers in Washington and Oregon: Operators, mechanics, electricians, technicians, and line workers. Quantitative and qualitative data were collected from 12 employers using a standard interview protocol. The results of this study identify several conclusions and implications that merit discussion among industry, education, economic development and workforce service providers. Some of the findings also have policy implications for state and local governments.
Renewable Energy Industry Trends and Workforce Development in Washington State
This report identifies current trends in major renewable energy sectors in Washington and the implications for workforce development. Chapter One of the report provides an overview of the renewable energy sectors of Washington, the U.S. and the world, including the forecasted growth for these sectors and the policy drivers behind the shift to a clean energy economy. Chapter Two incorporates data collected from employers representing wind, solar and biomass. Hydroelectric energy efficiency upgrades and small-scale hydro are also included, as they are identified under the state’s renewable portfolio standard (I-937).
