Substation Transmission Distribution Dispatcher (Local 125)

A SubTransmission Dispatcher is an electrically trained person who has a functional understanding of substation equipment and line equipment operation, has a clear and thorough understanding of switching processes, and can provide routine and emergency instructions for clearances, assurances, holds, paralleling feeders, charging authorizations and miscellaneous switching procedures.

  • Ensures relay zones of protection are identified and determines how these will affect system operation in view of switching to be performed.
  • Monitors and maintains system voltage at acceptable levels to prevent damage to customer equipment and monitors and controls equipment to mitigate line and equipment over-loading conditions.
  • Monitors and operates the electrical network within the area of responsibility and has a thorough understanding of substation security procedures and established dispatch and field work practices.
  • Consistently maintains and provides a safe working environment for field employees within the assigned area and scope of responsibility.
  • This person will also understand and adhere to company policy regarding communication with field operations personnel, as well as understand and adhere to company policy regarding informational updates of system conditions and emergencies to management.
  • Will understand the requirement to provide the Outage Coordinators with timely, updated information in regards to outages and status of outages, as well as information as to employees who may be actively working after hours.
  • Shift work may be required.

Requirements for this position include:

  • Must have a High School Diploma, GED, or proof of equivalent and be a member of IBEW Local 125 in good standing or eligible to join membership.
  • Competency in the operation of SCADA, CADOPs/netCADOPs, distribution operations systems and related technologies.
  • Demonstrated ability to analyze power outages via SCADA and field input.
  • Familiarity with Word, Excel, and COMPASS.
  • Ability to maintain an accurate system log of all pertinent conditions and activities affecting the assigned area in a timely manner.
  • Acceptable verbal, written and word processing skills and be capable of authoring clear, accurate and concise switching procedures using common electric utility dispatching and operating terminology.
  • Thorough working knowledge of APM/Safety Orders and be able to respond promptly to requests for assistance from emergency agencies such as fire, police, medical, etc.

Preference may be given to candidates who meet the above requirements and have the following:

Bachelor's degree in Electrical Engineering, or will consider electrical theory, applied technical job experience, demonstrated physics aptitude or combination of education and experience.

Performs journey-level high voltage electrician work in construction, maintenance and repair of high voltage systems and related systems for commercial buildings and residences. Duties include wiring and installation of equipment and fixtures such as pad mounted transformers, generators, vacuum or air switches, substation circuit breakers, loadbreak elbows and junctions, KWH meters, insulators and other related equipment and hardware;  inspection of overhead and underground circuits to identify faulty or worn parts, maintaining, repairing and overhauling if necessary; working on energized or de-energized circuits to maintain or repair high voltage electrical equipment and systems; operating portable tools; installing primary and secondary underground cables in conduit and stringing or resagging overhead conductors; using testing equipment such as dielectric tester (Hypot), meggar, impulse generator, phase sequence meter, phase rotation meter, high voltage phase meter, multi-meter, and transformer tester; terminating and splicing high and low voltage cables utilizing hand taping and pre-molded splice kit (cold or heat shrinkable); operating substation circuit breakers and relays from 4160 to 12000 volts; inspecting wiring and fixtures for conformance to specifications or electrical codes; installing single and three phase kilowatt hour meters and interpreting readings; and using proper safety apparatus, including hot sticks, rubber blankets, line hoses, rubber gloves, hard hats, safety glasses, hearing protection and safety shoes.  Full time position with benefits.

Requires high school diploma and completion of a certified electrical apprenticeship program or five (5) years of verifiable journey level high voltage electrician experience of which three (3) years must be in the installation, maintenance and operation of high/medium voltage distribution systems; a valid California Class B driver’s license, confined space entry certification, first aid/CPR; and ability to regularly lift or move up to 25 pounds, frequently lift or move up to 50 pounds, and occasionally lift or move up to 100 pounds.

Tacoma Power’s Transmission and Distribution Section is seeking a motivated, team oriented electrical engineer to work on substation projects. This is a project position expected to run through December 31, 2012.

Responsibilities include applying utility industry engineering practices to design substation and switchyard equipment and facilities; specifying and procuring electrical equipment; preparing cost estimates, calculations, reports, and budgets; researching new products and systems; preparing drawings for engineering technicians to create CAD documents; and commissioning and troubleshooting substation equipment.

Journey Level Substation Electricians perform skilled journey-level work involving the construction, fabrication, maintenance and repair of electrical substations and secondary network underground facilities. The work is frequently performed on or near energized high voltage equipment and/or under unfavorable weather conditions. *The current wage rate paid is a 2007 interim rate subject to increase upon conclusion of contract negotiations.   In addition to the wage rate, BPA pays a 4.4% differential, or currently $1.50 per hour, for each non-overtime hour worked. JOB SUMMARY

BPA’s Substation Operators operate equipment in an electrical power transmission system substation.  Tasks vary with the type of substation to be operated and may include and are not limited to any of the following tasks and conditions.  As a BPA Substation Operator you:

  • Operate energized high and low voltage electrical power transmission system substations following strict procedures and safety requirements.
  • Check and review station conditions.
  • Review station log book and Substation Operating Manual. 
  • Are responsible for Control of Entry, Station Security, and safety of others in the station. 
  • Keep System Dispatchers and others informed of all local information pertinent to the operation of the power system. 
  • Notify specified BPA personnel and others of power system emergencies. 
  • Interact with the public and BPA customers. 
  • Check indication and tags on control panel against actual station conditions. 
  • Check for adherence to the station voltage schedule.
  • Check for compliance with prescribed operating limits on lines and equipment (load, voltage, temperature, etc.). 
  • Periodically inspect station, including all components in switchyard, control house, relay houses, and other buildings. 
  • Ascertain, plan, and perform any switching scheduled during tour of duty. 
  • Plan and perform switching as delegated by system dispatcher. 
  • Monitor and operate various communications systems. These systems include mobile radios, commercial phone lines, and various BPA communications systems for purposes including voice communications, relaying, and billing and require clear oral communication.

Emergencies, critical system conditions, or outage limitations may require that work be done at night and/or under time restraints.  System priorities may require extended periods of overtime, including working weekends and holidays.
