POSITION SUMMARY
As BPA’s Hydro Analyst, you will be responsible for assisting with technical analyses on issues pertaining to BPA’s responsibilities related to the hydraulic operation of the Federal Columbia River Power System (FCRPS) consistent with a myriad of operating, fishery and Treaty agreements. You will assist in planning for seasonal operations of the FCRPS, the Pacific Northwest power system and the interaction with the Canadian system, specifically including:
- The evaluation of routine power system issues required for contract negotiations, operation of the FCRPS and implementing Treaty Operating Plans;
- The development of operating strategies consistent with Treaty and Pacific Northwest Coordination Agreement (PNCA) provisions and non-power system constraints;
- The development of strategies for the economic operation of the power system;
- Preparation of data submittals related to the PNCA;
- Resolution of operational problems, loads and resources, reservoir refill, interchange and in-lieu energy issues related to the PNCA;
- The estimation of future firm power capability and the timing and availability of non-firm power and the evaluation of the effects of proposed load, resource and Endangered Species operating requirement changes on power system capabilities and reservoir operations.
QUALIFICATIONS
This position is an interdisciplinary position and may be filled with either an engineer or physical scientist. Applicants must hold a professional degree in hydraulic, civil, mechanical or electrical engineering or physical science.

BASIC RESPONSIBILITIES: Position will manage the planning, design, permitting, licensing, and construction of large-scale hydroelectric and other generation projects. The individual hired will provide strategic direction in the assessment of potential generation resources including hydroelectric and other generating technologies that require major construction and project management. Essential job functions include: hydroelectric or other generation construction or engineering experience, project management of large multi-discipline construction projects, and experience dealing with federal, state, and location agencies relating to hydraulic permits.
Qualified candidates will have strong background/experience related to project/contract management, including scope development, cost estimates and resource availability, specifications, request for proposals, bid evaluations, and recommendations.
MINIMUM QUALIFICATIONS: Bachelor Degree in Business, Engineering, or Construction Management or related field, eight years progressively more responsibility in directly related work with five of those years in a supervisor or project manager capacity and Washington State driver’s license. The Merced Irrigation District is seeking qualified applicants for Hydroelectric Project Manager. The Project Manager plans, directs, and administers the operation and maintenance activities of the project facilities; provides highly technical and responsible staff assistance; and does related work as required. Responsible for ensuring the project is operated and maintained in compliance with all applicable local, state and federal regulations and laws as well as the 1964 Power Purchase Contract with Pacific Gas & Electric Company (PG&E).
Merced ID owns/operates the Merced River Hydroelectric Project located on the Merced River in Mariposa County, California. The project includes two developments - Exchequer and McSwain – each of which include one reservoir (Lake McClure and McSwain Reservoir) and one powerhouse (New Exchequer and McSwain powerhouses) generating 103 megawatts.
BA degree from an accredited college or university, unless exceptionally qualified by relevant experience, professional engineer preferred. A minimum of 10 years experience. in hydroelectric operations and maintenance with at least 3 yearrs experience as a manager of a substantial hydroelectric facility. Possession of an appropriate CA Driver's License. Live in District provided housing located at the Hydro Project.
Knowledge of the operation and maintenance of hydroelectric production facilities; and all Federal and State regulations pertaining to operations, maintenance and relicensing of hydroelectric facilities. Ability to represent the District in matters before regulatory agencies, in the community and at professional meetings; investigate and implement economic facility improvements and the use of current maintenance methods, techniques, equipment and materials.

Develops, plans and supervises the implementation of plans, activities and personnel involved in the operations, maintenance and repair of the plant, dam, waterways support facilities and related equipment. Coordinates with other departmental units and divisions in the scheduling of work projects to ensure the least disruptive downtime and in determining the labor requirements for each project. This position is responsible for a budget of approximately $10 million dollars for operations and maintenance expenditures. Supervises a staff of approximately 55 regular and 10 seasonal employees.
Required qualifications include a BS/BA in engineering, industrial technology or a related technical field and a minimum of five years of progressively responsible management experience that demonstrates a thorough understanding of power plant processes and demands, or equivalent combination of education, training and experience.
Desired qualifications include experience managing or leading maintenance, repair, warehouse and/or fleet operations. Experience managing workgroups with 50+ employees, experience planning, developing and implementing program objective and defining metrics, and experience developing and managing large budgets. Utility experience preferred.

Primary Duties:
Conducts preventive maintenance and overhaul of hydroelectric generators; turbines, and associated machinery. Analyzes and diagnoses problems, disassembles, machines unavailable parts, reassembles, reinstalls, tests and adjusts to factory specifications. Diagnoses and repairs powerhouse facility equipment, equipment at substations, service centers or at the City Light building. Repairs malfunctioning tools and portable equipment. Inspects work performed by outside contractors to ensure product specifications and quality. Prepares written reports, including activity reports and repair procedures. Maintains all overhead cranes and rigging equipment to W.I.S.H.A. standards. Determines raw material needs, and determines project specifications in the design and fabrication of parts, tools or prototypes. May be required to be on call 24 hour/day.

The Position:
Provides strategic leadership, vision and direction in the operations, maintenance and improvement of the Hydro Facilities for the first 2 years then moves to our Lodi Energy Center to lead and manage the Combustion Turbine Projects group while supporting the mission of the Northern California Power Agency as directed by agency members, general manager and assistant general manager. In addition, supports the activities of others inside the Agency through teamwork and providing information as required. Responsible for the development, implementation, adherence to and monitoring of facilities budgets. Provides direction and oversight of environmental and safety programs. The Hydro Facilities consist of: Collierville Power House, New Spicer Power House, and a variety of other support reservoirs, communications sites, etc. totaling 255mw, and an office/warehouse in Murphys, CA with a small solar project. The Combustion Turbine Facilities consist of: 4 project locations in Alameda, Lodi (2), and Roseville totaling 175MW and the new Lodi Energy Center Combined Cycle Power Plant located in next to the existing project in Lodi which will total 255mw. Occasionally provides staff support to NCPA Members for maintenance and outages.
Examples of Job Duties:
Manages the hydroelectric or combustion turbine generating facilities and insures operations are within the guidelines and policies put for by the Agency and the Assistant General Manager, Generation Services.
- Initiates the necessary actions to achieve and maintain the expected levels of efficiency and reliability; planning, organizing and directing the work of the administrative, operating, maintenance and engineering personnel; preparing reports documenting project compliance status for regulatory agency submittal; preparing and monitoring the budgets; implementing safety programs and establishing training requirements; directing testing to ensure plant efficiency is optimal and continually evaluating plant performance; conducting analyses to determine plant operating costs; insuring communication with other NCPA departments, customers, trade allies, regulatory and governmental agencies; and the NCPA Commission.
- Develops the projects and staff to ensure facilities are operated in safe, environmentally responsible, efficient and cost effective manner.
- Effectively manages assets to ensure units maintain the highest possible availability so that the units may be effectively dispatched into "pool" activities or market opportunities.
- Acts as a liaison and coordinates with regulatory, other public agencies, and special interest groups.
- Develops, monitors and reviews current years budget and provide cost containment where possible. Identifies future budget requirements.
- Identifies and justifies capital improvement programs through cost benefit analysis for the projects.
- Attends and contributes to agency team activities; Facilities Committee, Combined Operations Group (COG), Safety Committee, Budget Workshops, Strategic Planning and Agency Annual meetings.
- Ensures the projects meet all required safety program requirements as dictated by regulatory agencies and agency guidelines. Monitors and enhances safety programs to reduce reportable accidents and lost time accidents. Is an active team participant in the agency’s safety committee.
- Monitors regulatory reporting requirements to ensure that the generating assets stay within compliance requirements. Maintain current with upcoming regulatory changes.
- Interacts with vendors, peers, Agency staff, members' utility directors and their staff and regulatory agencies.
- Directs meetings, interact within the meetings as either a facilitator or team participant.
- Provides direction and oversight for inter-agency communication activities.
Supervisory Responsibilities:
Manages subordinate supervisor(s), engineer, administrative staff, and technicians who operate and maintain the Plant. Responsible for the overall direction, coordination, and evaluation of the Plants. Carries out supervisory responsibilities in accordance with the agency's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems, staff development, and succession planning.
Qualifications:
Bachelor’s degree is desirable, but not required if offset with additional related experience in management level positions at generation facilities. Requires extensive operating, maintenance or engineering experience in power plants and a minimum of five years progressively responsible successful generation management experience. Experience with hydroelectric and combustion turbine generation plants is helpful. Excellent organization, oral/written communication skills, including public speaking ability is required. The successful applicant is required to provide proof of his/her possession of an unrestricted Class C California driver’s license issued by the State Department of Motor Vehicles; possession and maintenance of a good driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least the most recent three (3) year duration.
