This position will perform transmission and distribution system electrical engineering and assist with activities related to the planning, design, construction, operation, maintenance and improvement of transmission and distribution systems including related facilities such as switchyards, substations, underground and overhead lines, etc. This position requires knowledge of the principles, practices and procedures, including materials, equipment and techniques, used in professional level work in the field of electrical engineering and project management. At varying levels, the position works with project managers and at the guidance of advanced engineers on routine projects or tasks with few complex features which require limited independent judgment. Levels II and III may lead project teams and interact with engineering consultants, crew superintendents, foreman and contractors to troubleshoot and resolve problems during design, construction or installation. Levels II and III will work independently with general supervision and resolve moderately complex problems while keeping the supervisor and advanced engineers informed when developing designs and design criteria, determining methodology of unusual or controversial problems and developing alternatives.

The incumbent must possess a Bachelor of Science in Electrical Engineering.  This position typically requires zero (0) to six (6) years of experience, preferably in a transmission and distribution utility. PSE’s Engineering Department is looking for a Supervisor to join their team that has experience in transmission and/or distribution line design and has supervisory experience as well. Ideally we would like someone who has supervised a team that was involved in transmission line design. This group is primarily responsible for design of new and rebuilt 115kV and 230kV transmission lines throughout the PSE system. They are involved in the design and redesign of approximately 50-60 miles of transmission and distribution line per year.

This role supervises a technical staff of +/-15 people which may have diverse and extensive engineering and technical skills. The Supervisor prepares and implements employee performance and development plans. This role also assists the department manager in development of resource plans, department budgets, and department goals and objectives. Responsibilities include facilitating solutions to complex issues involving diverse opinions, and ensuring that solutions are aligned with customer expectations, and PSE’s business initiatives and environment. This role may review design and documentation to ensure compliance with design criteria and standards. As the Supervisor, we need someone who can understand and be able to administer NESC (National Electrical Safety Code) requirements. Assignments involve a substantial degree of complexity, with many interrelated elements, requiring considerations not previously encountered. The Supervisor will also support emergency response operations when needed.

This is an exciting time for PSE because we are adding new transmission, distribution and generation facilities, have a growing population within our service territory and are looking for new green generation sources to reduce our impact on the environment while still being able to serve our customers.

Chelan PUD has a vacancy for Civil Engineer; the position will be filled at the appropriate level based on knowledge, skills and abilities.  This position will perform moderately complex civil engineering and assist with project management activities related to the planning, design, construction, operation, maintenance and rehabilitation of hydroelectric generation plants and related facilities such as fish hatcheries, water supply systems, structures, etc.  The incumbent will work under general supervision and resolves most routine problems while keeping the supervisor and/or management informed of unusual or controversial problems and issues.

Level II – Performance at this level requires developmental experience gained at the Civil Engineering I level.  The successful candidate will possess knowledge of industry methods, materials, equipment, techniques, schedules, specifications and contract documents.  Must be competent to perform engineering design and analysis in an engineering specialty within a discipline.

Level III – Performance at this level requires developmental experience gained at Civil Engineering II level. Also requires familiarity with public work construction methods, equipment and materials is required, as well as an understanding of permits, permitting timelines and City, County, State and Federal permitting agencies and processes.  This level position’s project management and responsibilities require leadership skills and abilities that are similar to those necessary to perform in a formal supervisory role. This should be considered a bridge or developmental position for succession planning purposes.

Requires a Bachelor of Science in Civil Engineering or related field, or the equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.  Typically requires three to eight years’ experience performing civil engineering design and project management in a hydro generation or water supply utility or equivalent.

Tacoma Power’s Transmission and Distribution Section is seeking a motivated, team oriented electrical engineer to work on substation projects. This is a project position expected to run through December 31, 2012.

Responsibilities include applying utility industry engineering practices to design substation and switchyard equipment and facilities; specifying and procuring electrical equipment; preparing cost estimates, calculations, reports, and budgets; researching new products and systems; preparing drawings for engineering technicians to create CAD documents; and commissioning and troubleshooting substation equipment.

The Position:
Under the general direction of the Assistant General Manager , works on complex engineering assignments, acts as a technical advisor and provides power system expertise in support of the Agency’s needs. Represents and promotes Agency’s interests with industry and regulatory bodies, and develops strategies for the Agency’s long term interactions with other entities such as the CAISO, PGandE, and WECC members to ensure the competitiveness of NCPA and that NCPA members interests are represented.

Examples of Job Duties:
Takes a leadership role in reviewing, editing and participating in technical and economic assessments and analyses of the transmission grid occurring through CAISO, PGandE and WECC transmission planning processes. These activities may include, but are not limited to controlled grid analyses, independent power flow, transient stability and post – transient analysis, local capacity requirements, and transmission expansion plans.

  • Advises, educates and briefs NCPA management and membership regarding transmission planning, projects and operational practices that may affect member interests.
  • Evaluates and recommends strategic transmission system additions, deletions and/or improvement projects that will contribute to NCPA and members’ ability to compete in the marketplace.
  • Represents/acts to protect and inform the Agency by serving on industry technical groups regarding electric industry restructuring, regulatory issues and standards, rules and practices for transmission system reliability; ensuring the Agency position is present in discussions; evaluating industry approaches and/or changes in asset use, reliability measures or responses to regulatory policy changes for District strategy formulation or application. Represents the Agency/its position in industry groups to ensure that the Agency benefits from awareness of industry trends and competitive issues.
  • Prepares and presents testimony and defense of the Agency’s position to regulatory bodies.
  • Provides ongoing, active participation, guidance to and technical support related to transmission system operations to Agency staff when needed or requested.
  • Plans and directs the performance of technical analyses of the CAISO and WECC grids which are utilized to evaluate Location Marginal Pricing, develop operating and bidding strategies, nominate Congestion Revenue Rights, and to develop plans for effective, efficient long term use of Agency and member assets.
  • Develops recommendations on methods to protect member reliability, deliverability and cost structure through identification of outside projects on the WECC grid that may infringe or interact negatively on member interests.
  • Assists, within area of assigned responsibility, in overseeing internal/external Agency projects by identifying project objectives; identifying internal/external project team; developing Request for Proposals, where applicable, negotiating contract terms, developing project plans including schedule, cost, key milestones, monitoring project progress, and completion against plan/contract, revising schedule, scope, expenditures and assignments as warranted, reviewing work products, resolving conflicts and discrepancies, maintaining project records and files, participating in the overall review of the completed project results, and making recommendations for next steps.  Also prepares and administers budget for Transmission Planning and Design work activities.

Qualifications:
Master's degree (M. A.) or equivalent and up to ten years related complex engineering experience in transmission planning in the electric industry and/or training; or equivalent combination of education and related professional experience. Also requires extensive experience working with industry bodies and regulatory agencies involved in the electric industry.
