On September 4, NWPPA hosted a workshop to explore carbon cap & trade, carbon taxes and other concepts related to the reduction of greenhouse gases (GHG) -- Re-thinking Policy Tools: Greenhouse Gas Reduction Legislation Concepts for Congress and State Legislatures Workshop.

Some 60 NWPPA members, general managers, policy makers and government relations staff participated in the workshop designed to encourage our industry to “re-think” greenhouse reduction initiatives and to propose some concepts or ideas to Congress and State legislatures that would work for electric consumers.

NWPPA sent out “work products” from the discussion which can be found below.  Some members also met to further explore “other concepts or proposals” for reducing greenhouse gases.  We have called this the GHG Working Group. 

Below is a list of draft proposals or concepts presented by NWPPA members and sister organizations as examples of greenhouse gas reduction initiatives that would, in the opinion of their authors, better serve the interests of consumer-owned electric utilities and their customers than cap and trade proposals currently proposed by the Western Climate Initiative (WCI) or Congress.
